Capitalize when part of the proper name for the lower house of a legislature. For example,
- The California Assembly will convene today.
Retain capitalization if the state name is dropped but the reference is specific.
- SACRAMENTO, Calif. (AP) — The state assembly considered two bills.
If a legislature is known as a general assembly, you may use, for example, “the Missouri General Assembly, “the General Assembly,” or “the assembly.” “Legislature” also may be used as the proper name, however.
